Job Description: The Chief of Police for Biscayne Park, FL, is a dynamic and visionary leader responsible for overseeing all law enforcement activities within the jurisdiction. Reporting directly to the Village Manager, the Chief of Police plays a critical role in shaping the strategic direction of the police department, ensuring the safety and well-being of the community, and fostering positive relationships with stakeholders.
Key Responsibilities/Essential Job Functions:
1. Leadership and Strategic Planning:
o Develop and implement strategic plans, policies, and procedures to effectively address the evolving needs of the community.
o Provide visionary leadership to the police department, inspiring a culture of excellence, professionalism, and accountability among staff.
2. Law Enforcement Operations:
o Direct and coordinate all law enforcement activities, including patrol operations, criminal investigations, traffic enforcement, and community policing initiatives.
o Drafting of policies, standard operating procedures and general orders.
o Ensure compliance with federal, state, and local laws, as well as departmental policies and standards.
3. Community Engagement and Outreach:
o Build and maintain positive relationships with community members, neighboring municipalities, business leaders, and other stakeholders.
o Develop and implement community outreach programs, educational initiatives, and crime prevention strategies to enhance public safety and trust.
o Attend Commission meetings when necessary.
4. Personnel Management and Development:
o Recruit, train, and supervise a diverse team of law enforcement professionals, fostering a culture of teamwork, respect, and professional growth.
o Provide mentorship, coaching, and professional development opportunities to staff at all levels.
5. Fiscal Management and Resource Allocation:
o Develop and manage the department’s annual budget, ensuring fiscal responsibility and accountability.
o Optimize resource allocation to maximize operational efficiency and effectiveness.
o Oversees Department grant funded projects, including grant writing.
6. Emergency Preparedness and Response:
o Participates in patrol, investigation and other Department activities, including responding to major emergency scenes and critical incidents as the Incident Commander.
o Collaborate with local, state, and federal agencies to develop and implement emergency preparedness plans and protocols.
7. Coordinate emergency response efforts before, during, and after critical incidents, natural disasters, and other emergencies. Performs other related duties as may be required.
Qualifications:
• Bachelor’s degree (Masters preferred) in Criminal Justice, Public Administration, or a related field or equivalent professional experience.
• Prior experience as a Chief of Police in the South Florida area.
• Florida Department of Law Enforcement Certification.
• Strong leadership skills with a proven ability to inspire and motivate others.
• Excellent communication, interpersonal, and conflict resolution skills.
• Demonstrated commitment to diversity, equity, and inclusion.
• Knowledge of modern law enforcement practices, technologies, and trends.
• The ability to effectively collaborate with diverse stakeholders and foster positive community relationships.

Salary and Benefits: Salary is commensurate with qualifications and experience and within the budget constraints.
